Despite mixed results, the state of Illinois is taking a gamble with the social impact bond (SIB)/pay for success programs as seen around the country through the application of human services as delivered to participants in the state. The Illinois Department of Children & Family Services will pilot the program as soon as next year and will focus in four of its counties which experience the poorest outcomes. The pay for success initiative will cover the upfront costs of case management and family therapy for children and their families as these “troubled kids” make the transition into adulthood.
